  1. This lever relaxes the cable tension and opens the brakes a few more mm to make taking the wheel out easier.

  2. In line with what others have said, this lever opens the caliper to allow the wheel to be removed.

    The brake should be adjusted so that when closed it’s nearly too tight to remove the wheel with an inflated tire. When open you should be able to remove a wheel with an inflated tire. If this is not the case the brake should be reset for best performance. I recommend the park tool video on rim brake adjustment. Or throw your local shop business, it would be about $20-$40 depending on location/market/shop to get it dialed in. Happy trails.
