They just got lucky with chain length. There’s calculators online for what gearing will work with no tensioner, just input your chain stay length.

There’s a small chance it’s a tensioner bb/eccentric bb but at least the frame is a BSO from a department store and it’s very unlikely it has an eccentric bb because of that. The big tell is when the frame has decals for the components. “18 speed tiagra” right on the top tube is very common for BSO’s from Walmart/target/other department stores.
Odd thing is they removed the derailleur hanger so the rear wheel likely isn’t clamped very well. The rear skewer bites into the hanger and with it removed, it’s likely the end of the skewer is bottoming out on the axle.

EBB but thats not likely because anyone knowledgeable enough to make use of an eccentric bottom bracketikely wouldn’t have compromised the ability to clamp the wheel by chopping the hanger off like that.
Most likely is they hit the magic ratio. Combination of chainring size, freewheel teeth and frame geometry (specifically chainstay length) can yield a setup that requires no tensioner on vertical dropouts. I can run my Wicked Lite as a SS without having to use a tensioner. It isn’t the perfect gear ratio but I’d rather ride that than use a tensioner.
