Lots of people just saying yes, but without a proper look at it that’s hard to say. For sure it looks to short from what we can see. But have a look down the gap at the back of the stem. If the steerer sits above the top bolt your all gravy, if it’s below your gonna need to spend some money on either a new fork or a non integrated bar set up with a low stem, something like the DMR defy35.

Personally, I’d prefer to see less of a gap.

Does the bar/stem have a manual? I think you probably wanna be pretty close to flush with the area i circled. Metal stem with metal steer tube you just wanna get to the top of the top bolt.
1, thinner headset,
2,thinner stem.
3, replace a steerer tube, press out old one and press in new one, some bike shop do this

The arrangement as it is won’t do. But it’s not strictly a case of the steerer being too short, a lower profile (integrated) stem or headset can also bring the top of the steerer up to the top binder bolt level. I’d explore those options first.

Yes. A cane creek Slamset will resolve this i think.
Hard to tell the stack up on that fsa headset but they are usually pretty tall. The Slamset should buy you about 3mm.
Other options are change the stem/bar for a low stack height stem like a deity copperhead.
Or, both the Slamset and stem. Even doing both is cheaper than a fork

You can probably find a lower profile stem that will work, but the fact you have integrated bars is going to add cost.
