I got a Rodeo Labs Spork second hand, but this fork stem looks really short on my bike. I put a wolf tooth bolt in side for reference, is this too short? Are there shorter bearings or other ways to make up the difference?
Based from the photo, yes. General rule is you want at least a couple mm of clamp surface ABOVE the upper stem clamp bolt.
If this is how much gap you have with very little play in the headset right now, you’ll need a new fork.

The steertube looks a little short. You should only have about 3mm (according to the last steer bung instruction manual I read). Are the any spacers underneath that ban be removed?

Yes…unfortunately. I’ve got a cane creek 40 headset, is there a different style that would be recessed into the steer tube?

You might be able to find a stem with a short stack height that would work.
