  2. That should still be a screw on. Just be sure you are turning it the correct way, which is opposite of the way the crank turns. I can tell which side this is on. You might need a thin cone wrench to get a bite on the flat part. There may also be a place for a hex on the other side of the crank arm. Otherwise maybe just try to clamp some locking pliers on there and muscle it. It looks pretty rusty. Typically you don’t want to use WD-40 on bike parts, but in this situation it might help loosen it up.

    A steel axle in a steel crank arm is going to be a bear I bet. Cheaper bikes are always tougher in situations like this. It really needs a proper pedal wrench. Just take it to a shop.
