Hi, I'm changing the pedals on a relatives bike and they seem different to the usual screw on type? The metal part narrows as it goes into the hole so it's difficult to clamp a wrench or anything onto it. There is nothing on the other side of the hole other than an L and R symbol. Any advice would be appreciated, thanks

Use pedal spanner on that bit. If you haven’t got one take the bike into a shop and ask them. It’s a
2 second job
It is threaded onto the crank arm. You need to use a narrow spanner to get to the 2 flat parts. Check the L and R for the right loosening direction. Also use some penetrating fluid, it may rusted a bit.
Maybe this will help with the direction:

That should still be a screw on. Just be sure you are turning it the correct way, which is opposite of the way the crank turns. I can tell which side this is on. You might need a thin cone wrench to get a bite on the flat part. There may also be a place for a hex on the other side of the crank arm. Otherwise maybe just try to clamp some locking pliers on there and muscle it. It looks pretty rusty. Typically you don’t want to use WD-40 on bike parts, but in this situation it might help loosen it up.
A steel axle in a steel crank arm is going to be a bear I bet. Cheaper bikes are always tougher in situations like this. It really needs a proper pedal wrench. Just take it to a shop.
Is there a female hex on the inside of the cranks?
