Don’t use the wire wheel. Don’t sand it bare. Just clean up the rust.
The extra work won’t make it turn out any better. The powder coat’s tougher than spray paint, you want to leave as much of it as you can.

There’s no reason to strip it for modern rattle can paint. Paint is high tech in 2025.
Smart money takes it to a shop for media blasting and powder coating.

Yes on the frame. Keep it stock on the paint. I bought a univega mixte frame for my wife a while ago and never built it, so I gave it to a buddy who then built it for another friend. I’m kind of kicking myself for that one. That frame was awesome.

Sandpaper is too rough, you need 400-600 grit for paint prep.

Use paint stripper. I used it and it worked like a charm.
You just need to be very careful and wear goggles. It will burn right through nitrile gloves
