I'm modifying my road bike to be used for touring, and think I want the gearing to be easier- for climbing and to deal with the added weight.
I'm not sure which makes sense, for ease of swap and for cost if I were to have a bike shop do it:
1) change out cassette
2) change out chain rings
The cassette and the chain are both pretty new.

Cassette is probably easiest.
Chainrings can be harder to source.
Another option is a new crankset with the lower tooth count chainrings.
In your position I would ask a bike shop you trust to swap out my chainset for this compact set from spa cycles. Hopefully this means you can leave your cassette and derailleurs etc on the bike.

Your current chainset looks quite big (maybe 53/39?) So getting the eg 44/28 combination would be a big improvement for you.
You may need to get a different bottom bracket, though (spa recommend a 119 mm one for this chainset).
