Maxxis Rekon, 29×2.4". There was another tape on top of that so I've removed, but I am not sure about this red elastic (rubber?) strip?
If there was already tape on top that might have been the factory tape for “tubeless ready”. No you don’t need to remove this tape you just tape on top.

I would. You could probably go either way. Cover the rim wall to wall with tape when you tape.
