Maxxis Rekon, 29×2.4". There was another tape on top of that so I've removed, but I am not sure about this red elastic (rubber?) strip?

I’d remove it all if taping anyway.

If there was already tape on top that might have been the factory tape for “tubeless ready”. No you don’t need to remove this tape you just tape on top.
Generally you remove all non/tubeless strips and install tubeless strip/tape

But yes, you keep that strip and tape over it.
I would. You could probably go either way. Cover the rim wall to wall with tape when you tape.
Remove and put on tom of tubles tape
