    It likely goes on top of your top headset bearing, with the narrow part downwards, it should fit with the inner chamfer of the bearing (which is facing upwards)

  2. it goes on the top headset bearing around your steer tube to reduce the play of the steer tube.. Other wise you will feel the slack in your bars

    Taking it to a bike mechanic and having them give you the satisfaction of knowing it’s done right.
