That looks like part of an [egg whisk](https://i.pinimg.com/originals/cf/6a/cc/cf6accd4c81c2a4c529d54208727bce7.jpg) or some kind of cable [strain relief](https://static.grainger.com/rp/s/is/image/Grainger/31UK49_AS01) device but I’ve never seen one used on a brake cable on a bike before. Kind of looks like someone miss cut the brake liner too short and raided the kitchen utility drawer to McGyver a solution.
What in the world are we looking at? I see bike parts, but not in any manner I’ve seen them set up before

Its likely there because this looks to be some sort of “folding/travel” bike. If you need a replacement or an additional one contact the manufacturer whose name is on the frame as its a part not common.
It’s for a hand cycle – I’ve had to find some creative solutions. Here are some better photos…
