
I loosen both barrel adjusters on the lever and on the frame all the way but the lever still touches my grip and my brake doesn’t have any stopping power. I have a U brake. Is it because the straddle cable hanger is too close to the brake caliper? And if so how far does it need to be from the brake caliper?

Thread the barrel adjuster almost all the way in. Then undo the brake cable pull it taut and retighten. Then open up the barrel adjuster again and it’ll be fine. It’s touching the handle because it’s too loose
You need to shorten the cable at the caliper. There should be a pinch bolt where it connects to the brake arm or, in your case, at the straddle cable yoke. Screw your barrel adjusters almost all the way in before doing so. Then squeeze the pads against the rim and tighten the pinch bolt. If the pads are touching the rim when you let go, you can screw the barrel adjusters in further to move the pads away from the rim.
