  1. Thread the barrel adjuster almost all the way in. Then undo the brake cable pull it taut and retighten. Then open up the barrel adjuster again and it’ll be fine. It’s touching the handle because it’s too loose

  2. You need to shorten the cable at the caliper. There should be a pinch bolt where it connects to the brake arm or, in your case, at the straddle cable yoke. Screw your barrel adjusters almost all the way in before doing so. Then squeeze the pads against the rim and tighten the pinch bolt. If the pads are touching the rim when you let go, you can screw the barrel adjusters in further to move the pads away from the rim.
