I’ve never seen that before. The 3 little holes remind me of the spring holes for a cantilever brake mounting stud, but it would make no sense to have one there. Maybe it’s something someone added, it’s not typical on these bikes. I don’t know, very curious.
Edit: it also looks painted a different color in that area. Definitely something someone added. No idea why.

Someone welded a brake boss on for mor rack options? That’s my guess

A brake boss is the post that either v brakes or cantilever brakes are installed on. The reason there are 3 little holes beside it is to set different spring tension

For pulling a trailer

Make sure you add 3 in 1 oil to the back hub every spring.

And be sure to pedal back when you change gears.

Did you check the cable to see if it’s lose maybe the tension isn’t strong.

Or if your chain is tight enough

Ortlieb has a quick release rear rack system that uses fittings that look like this to allow easy on/off without tools. And I know there is a trailer system that uses something like this, maybe Burley, not sure of the brand.
Someone may have had pieces welded to the dropouts to allow installation.

Maybe a bike stand? Something like this https://www.bikeberry.com/products/rear-axle-kickstands
It’s been added very professionally, nice use of old parts done very well.
Looks like super rack mod. They didn’t want it to fall off…. Ever.
You sir know your stuff I had no idea and I’ve been restoring bicycles since I was a kid. Thanks the for the heads up.
