
This is a 1“ ahead steerer and I can’t seem to find a 1“ stem with a low stack height. Can I run it like this? Other option for me would to be to my a 1 1/8 spacer/shim so I can run a more modern stem? Are shims safe? I’m in Berlin only riding on the road.

Not really. It should be like 2-3 mm below the top of the steam
top nut should be completely or mostly below the edge of steerer tube. So, I can not tell of the picture.

Nope. You need a stem with a shorter clamp or a longer tube, otherwise there’s not enough tube inside the stem to consider it safely attached and it can slip out easier.
Also, you’re going to have a hard time tightening the screw inside to keep the fork from rattling.
No, the sticker says no brakes but you have a brake. Rules have been broken.

It would probably be fine but this is an easy fix – just buy a new stem with a lower stack height and that’ll get the steerer up closer to the lip of the top of the stem. That stem looks like it has a pretty tall stack

Seems that the steerer is just barely over the screw
I’d rather go with a shoter stem stead… just to be “prudent” with it…
Get a stem with less stack height.
It IS safe if the top nut is below the tube heigh. Can’t tell from the pic
