
I have managed to remove the majority of the visible rust (and still working on it!) but despite using the correct size socket and a lot of force, this thing ain’t budging. I’ve tried adding lubricant too and got that to ‘soak’ (in if that’s possible) and tried hammering the lever when connected, but no luck.
Any words of wisdom or bright ideas?

I think you are taking the right approach so far. You might try to extend the “lever” with something, like a piece of pipe.
You mean the crank/spindle bolt? The bolt head looks intact, so I see zero issues. Just make sure you use a 6-point socket head and a cheater bar. If you attach a 4 foot pipe to the wrench, even a 10 year old could take it off.
And I hope you’re doing it with the bike upright with both tires on the ground…makes it a lot easier than trying to hold a bare frame in place while you’re trying to work the wrench.
Impact wrench
Impact driver, yeah. No need for a 4-foot pipe, just borrow/rent/use existing impact driver with a 6-point socket that fits the bolt
Are you going lefty loosey? Crank bolts are all right hand threaded unlike the pedals.
I would apply some pb blaster or rustoleum type liquid and let it penatrate overnight, then proceed.
French with WD40 and leave for hours or even a whole night.
Someone loctited it in, I bet. There is probably damage to the taper interface on the crank and this was someone’s solution to keep ti from falling off.
Use 2+ toe straps to secure the other crank to the chain stay.
Then just a bigger lever.
