Before you adjust anything, place the bike on the ground, open up the quick release, put a little bit of pressure on the bike (toward the ground/wheel) the close the QR. That will make sure the wheel is centered in the dropouts and may fix your issue.
If you just swapped tires that shouldn’t effect the brakes and braking surface (the rim) at all, which leads me to think the wheel just isn’t in straight.

If all you did was change tires (and not rim), you shouldn’t have to readjust anything. Make sure your wheel is centered in the fork dropout and securely tightened with the quick release.

Meant to add at the end is there a way to fix this or adjust? It also seems to be rubbing on the rim.
