It goes all the way through my frame to the rear derailleur. I’m replacing the cable and housing but I don’t have this part and no clue where to even find it.
It helps guide the cable through the frame. You don’t necessarily need it. A bike shop should have a replacement.

It should be left in the frame. Generally it serves as to guide new cables through the frame without having to strip bottom brackets etc out.
Remove the old cable but leave that liner in place. If not you will live to regret not doing so as you fiddle trying to route cables, especially if you dont have a internal wiring kit to help you.

As others have said it’s to help guide a new cable in. It could also be there to reduce friction where the cable may run on a cable guide near the bottom bracket area.

You can buy cable liner by the meter. You can make the ends thicker with some heat so they don’t slip through the end cap and into the frame.

To easily slide new cables into the frame and run them internally. It is nice and rubbery to reduce vibrations. To quote bikers on YouTube it provides damping qualities.
