Is it a mistake that the screw is not positioned centrally on my bike? It has a CP0048 PACE T-Bar handlebar.

It’s normal. Same on my bike
The screw and the top of the stem are at an different angle. The screw need to be in line with the steerer and recessed so that’s pretty normal
