Is the wheel true?
Is it the tire or the wheel? The wheel be out of true. Check if the rim is wobbling as well and use something for reference like rim brake, your finger or zip tie on the frame, etc.
Are the wheels new or used? And are they currently inflated at all?
You can check if it’s seated evenly. You just need to look at the bead.
make sure the tire is fully breaded , the part of tire which grabs the rim has a round area indent called a bead make sure it’s evenly on the rim and make sure the rim is true if wheel is true and tire is beaded then the chords in ur tire have snapped or torn and will require replacing
look at the bead on both sides first because that is definitely not seated correctly; I highly doubt your rim is this much warped
That is called a speed wobble perfectly normal it will smoth out once you hit 88 MPH
