Looking for a bike under $350 to ride around my neighborhood with friends and up a small hill once in a while. I’m 5’2. I’m not a very experienced biker so I don’t need anything special. Just something that works well enough. Should I buy this?

What is going on with the head tube? Some sort of corrosion? The bike looks like it is too big for the current owner. If it fits you 200 is an okay price assuming that head tube issue is just paint or something else minor and the bike is in working condition.
