The whole inside of your frame will be rusty, it’s steel and this is normal. This applies to every steel frame bicycle ever made.

Better get some Boeshield on it, after laboriously removing the rust with a brass bottle brush. (There are attachments to chuck that bottle brush up into a cordless drill) Better yet, have your butler do it 😉
Neglecting these actions will result in total failure of the tube, leaving nothing but a lacy pattern of “steel” under the paint /s

You can either do nothing or treat, it’s totally up to you, if you don’t treat it will slowly creep, will it affect your ride, no. Will if affect your resale value, yes. If you plan on selling so many just buy a Brompton on appearance and rust will be a red flag.

It would take many years in a wet environment for that rust to come through

My 2013 M6R (I’ve owned from new) had rust in its frame like this which I noticed around 2014. I did nothing about the rust. It was my daily commuter until 2023 when I got an electric C line. The 2013 is still my reserve bike, it goes on holiday with us, it’s still regularly used and it is still going strong.
Incidentally, my 2022 C line (it was “old stock” on clearance at bike shop) has rust like this too. I’m not fazed in the slightest.
Get on your bike and ride.

Buy some Muc Off HCB1 spray inside all your tubes twice a year and you’ll be rust free.
