It is just a plastic sheath to help the cable move smoothly or keep dirt off/out of the friction areas
I would reuse them or replace them if worn though.
Makes the shifting nicer.
Just replaced a worn out one. My front derailleur cable passes through the frame and this keeps it from making direct contact. On Amazon it’s called internal cable housing.
