It literally doesn’t have brakes. If it were complete maybe it’d be interesting but you’ll spend as much finishing it up as a decent one would cost.
Also no, sorry, I doubt anyone would pay much for that crank. It has a swaged, non-replaceable chainring, once it’s worn the whole thing is thrown out. This wasn’t a higher end part.
