It feels like it makes the rear canti brake sloppy. I’m replacing the cables soon, should I just toss the plastic tube? I’m not worried about paint wear.

Generally it helps with friction and makes the brake feel better, although a couple drops of oil in there doesn’t hurt either.
It can go the other way and add some friction too, usually if the angle the cable enters/exits is just off.
