I’d normally say a small dent is fine but in the last two pics your top tube does look slightly bent. Have you got a straight edge, like a spirit level or something to check it’s still straight?

Difficult to say. It can impact the strength of the tube given that the tube gains its strength from the uninterrupted shape of the tube. Once the geometry is disrupted stress will concentrate in the location of the dent. The location of the dent on your frame is better than near a weld but if you see creasing or cracking, it’s done.

Well if it’s new, I’d be very unhappy. If you got a great deal because of the dent, then I’d still be unhappy to look at it, but I’d still ride it. Yes tube strength is comprised, but I have never seen a frame crack there. It’s not near a weld, it’s not that big, the frame is straight, ride it.
