I had an idea for a supervillian thst did exactly this. His whole schtick is doing crimes while laughing maniacally about how nobody can stop him, when really it's just that the crimes he commits are such minor offenses or break laws so old and obscure nobody even remembers they exist, let alone enforce them, so superheroes and police don't even bother dealing with him.
Love your content. The only thing is it reminds me a lot of the early content of oobah butler… looks like he was an inspiration for the fashion week and silly laws videos…
