It’s rim tape. You’ll need new rim tape and an inner tube

It’s the rim tape. Looks like it ripped. You should replace it so that the tube does not get popped by the nipples inside the rim.

Edit to add, they cost like a dollar and are very quick to replace

No, that is the rim tape. You will probably need to replace it when you fix the tube/get a new tube. The rim tape cushions the tube from the metal below that can cause punctures

That is the rim strip. It is wrapped around the rim to protect the tube from the spoke holes. The fact it is ripped and falling out could very well be why you have a flat.

Hard to tell from the picture, but it looks like it’s part of your rim strip that is (now) probably broken. You need the rim strip to cover the spoke holes so it doesn’t puncture your tube. Needs to be replaced… they are cheap.

When this happens on my old bikes I just replace it with gorilla tape but it’s definitely the rim strip as others indicated
