i don't know much about bikes. i bought a used bike it is skipping under force i changed the chain it is still the same. is it the chainring? , maybe the cassette? or something else?
(the rust is from the old chain, the chainring is not rusty)

Could be the cassette or the chain itself being worn.
That middle chainring is capital D dead. Quite possibly the rest of the drivetrain is toast too – unless is it brand new.
The majority of the time, this is caused by a stretched chain and/or worn cassette. they don’t match up anymore. You can get a $15 tool to check chain wear.
Did you size the chain using the existing chain or according to the manufacturer? Chains, when use for many kilometers, will stretch and not provide the right length.
It looks like your middle chainring is already worn out (search for shark fin for chainrings) so yes it’s likely that.
At this point, you also need to check for the cogs at the back since they might have some wear as well.
Needs to be replaced immediately.
Whole drivetrain needs to be replaced.
Chainrings are toast. Replace this and the chain. Sometimes a new crankset is cheaper than buying individual chainrings. Cassette is probably dead too.
When a chain is used too long it will stretch out and the change in size will cause the chain rings to wear out like crazy. If you sized the new chain properly (put it on the largest ring of the cassette AND chainrings, pull it tight, add 2 links), then the issue isn’t the chain its the chainrings/cassette.
Unfortunately this does mean you’d have to replace them both, add on the your chainring is already heavily work, this is very likely the cause

This is the main problem with second hand market.
You buy a bike for $500, but then you need a new chain, chainring, cassette and bearings.
It’s easier for most people just to buy a new bike.
Probably that and if the chainring looks that bad I’d assume the cassette is bad to. I’d recommend new chainrings, cassette, and chain.
That middle ring has more shark teeth then jaws…likely need a complete drivetrain replacement if nothing has ever been changed.
Now I’m wondering what else on the bike is toast.
That chainset needed to be replaced about 5 years ago.
You will probably spend more on repairs than you actually paid for the bike.
Dead drivetrain. Replace crankset, chain and freewheel. (I doubt it’s a cassette judging from the level of the cranks)
It was both the fail of old chain, old chainring and old cassette. If you continue riding it without replacing the cogs, the old cogs will wear out the chain very quickly, and you’ll need to buy another new chain in addition to chainring and cassette. After some extreme level of wear, the components are starting to wear out each other to the wear of old ones.

That middle ring is toast. Drivetrains wear together, which means your chain and cassette are gone too. Replace all 3 together or the worn out parts will kill any new components quickly

OP, the chainrings are toast. Unless I’m mistaken, from the looks of it, you can’t replace them without replacing the whole crankset because it appears you’ve bought a low end bike whose crankset has steel press fit (non-replaceable) rings–a photo from the front of the crank would help.
A new chain and cassette/ freewheel in back too.
Looks pretty used up would work way better with new rings but your crank isn’t that type you’ll need to replace whole unit. Take it into lbs they’ll sort you out. New BB, crank and freewheel I’d probably spring for be pedals also will feel like a new awesome bike
New chainrings, new cassette, new chain, and you have a like new bike. These used to be chainrings. Now they’re scrap metal.

First I would lubricate that chain it looks very dry. One or more links might be stiff or rusted
That middle ring isn’t toast, It was toast a thousand miles ago now it’s a throwing star.
Middle ring is really worn, which means chain and cassette will be as well as they generally wear more quickly
