Front wheel quick release notch/gap seems too tight and small for the wheel to come off. Only one side has this problem. Rear wheel comes off easily.
Tried penetrating oil, rust remover to scrub the area but it still looks too small. Any ideas what else to try?

Try a ring spanner. Jam it between the dropouts and lever it down to open up. Go easy though as you don’t want to stress the welds.
Looks like the front of the dropout is bent.
Just punch the wheel at the top. The dropout seems a bit deformed but should be fine.
Maybe it’s just the angle of the photos, but the front edge of that dropout looks like it’s slightly bent. If that’s actually the case, it’s probably pinching the axle a bit, preventing you from removing the wheel.
Just use a flat file and lightly take a bit of material off the inside of the dropout, doesn’t need much.Easy quick job that wont compromise the drop out.
