    Try a ring spanner. Jam it between the dropouts and lever it down to open up. Go easy though as you don’t want to stress the welds.

    Maybe it’s just the angle of the photos, but the front edge of that dropout looks like it’s slightly bent. If that’s actually the case, it’s probably pinching the axle a bit, preventing you from removing the wheel.

  3. Just use a flat file and lightly take a bit of material off the inside of the dropout,doesn’t need much.Easy quick job that wont compromise the drop out.
