There should be an emotional regulation part of the licensing test. Some of these people are too emotional to have control over such a dangerous piece of machinery.

If he had been shot by the motorist, this would be major news and almost no one would be confused what happened here. But instead the motorist tried to kill him with his car so it’s treated as a non-incident the police won’t even follow up on.
