If the 2 metal races look identical look inside as there should be marks where the lower one has been pressed onto the steerer whereas the upper one should have just slid on

Id say it’s the second one to the left. Three on the right are just spacers and the top cover for the steerer tube. And the ones in the middle seem to have rounded grooves for ball bearings, so they go on top of race crown and under the cap on the upper end of fork.
