Make a list of everything it needs. Tally up the cost. Add in the time it will take to select the parts and build them at minimum wage. Then look online and see if you can find something similar and estimate what your build will be worth once you spent that money. That will tell you what the value of the frame is.

That frame has a market value between $20 to $50, mostly due to the seat post and bottom bracket. Yes, $8 is a great price.
That frame plus a few hundred in new & used parts and hours of labor will yield a nice bike you’ll be able to sell for $250, but that is not the point, is it?
It’s a wonderful project bike and it is highly functional, highly serviceable, and it will be very cool. I look forward to the “after” pics.

You can fit 700x 38 in that frame. Paired with a riser bar drops like redshift and it’s a sweet gravel setup. Pair an adaptor or welded tab for disc rear, new gen surley straggler through axle fork on front.
