I got thru axles with undetachable levers that have a hex on the other side. If I want to tighten the axle with a torque wrench I would need to remove the plastic cap. However that plastic cap is glued on so I don't suppose it's intended to be put on and off. It also looks pretty ugly with the cap off since there is no paint job underneath. Any suggestions?

You don’t remove that plastic cap. You use your hex key with torque wrench from the other side.
You technically don’t need to use a torque wrench since the axle with work just fine when going handtight.
