I bought a close to brand new Nishiki hardtail. It’s a cheap bike and I know that. The previous owner replaced the chain and I can’t figure out why it’s jumping. I’ve reset the cable tension and lined up my limiters like I normally do. I’m not sure how far my B screw should be set, I just took a guess with it.
One thing to note, the bike does this with the two highest gears under mild and heavy torque, the midrange gears only slip under heavy torque.

Check if your derailleur hanger is bent, and also watch this video
Did the owner perhaps replace the chain with one that doesn’t match the amount of speeds on the cassette? I.e. a 9spd chain on an 8spd cassette?
“Close to new”. No, no I don’t think so
They replaced the chain because it was worn. They should have also replaced the cassette because it is also worn. The way you know it is worn is because it is jumping with a new chain.
The teeth on the cassette are worn down causing the jump
Check front chainrings they could be worn which is why it’s jumping.
I had a chain jumping the other day and it was because I had the SRAM master link upside down 🙃
