1. Remove all components
2. inspect frame for rust
3. . regrease seat tube and put seatpost back in. Clamp seatpost in stand by seatpost
4. remove tires and freehub
5. clean brake surfaces + rim
6. remove gears and overhaul hubs. reassemble
7. remove drivetrain, scrub in degreaser, dry thoroughly with rag. dry lube on pivots and set aside.
8. overhaul bottom bracket
9. remove fork. overhaul headset
10. regrease stem and reassemble
11. overhaul pedals
12. replace all cables and housing.
13. replace bar tape

Replace the rubber bits (pads, saddle, wraps, tires), chain, cables and housing then take it for a spin. If it feels good, keep going.
Park Tools Big Blue Book is a good place to start.

With that amount of rust I’d strip it completely and only buy parts for a rebuild after thorougly inspecting the frame.

while the bike is dirty on the outside, the internal parts might be fine if it was mostly unridden sitting out in the sun.
