I’m far from an expert in the area but I would say yes. Even with inner tubes the tire could unseat from the bead and you’ll end up a having a very bad time.
However, you can take something like an adjustable crescent wrench and straighten it back out a little. Be sure to double check there aren’t any cracks before or after doing that though!
