The upgrades are hard to quantify, probably $1200 max for me… I’d probably not spend over 1000 on a bike that old.

At that price it should be a 2022 with 29″ wheels. Offer them 1200 because thats all you will get for it down the road.

I say no. The fork is absolutely not necessary on that bike, the drivetrain is good, the brakes don’t really match the intended use and especially the fork.
That shock seems to also have no piggy back, in any trail you would use the for to 40% of it’s ability the shock would feel like its full of honey in my opinion.
The parts are good but I think they are a little miss matched.
That’s my take, you can get something better for the money

You can get a 2021 Kona Remote 160 for around $1700 that will allow you to ride 2 to 3 times more downhill over the same time frame, so theres that.

I only buy used and 100% agree with other posts here – Offer $1200 and see what they say. If you’re really set on this bike/colour combo and plan to keep it long-term then I’d go up to $1500 at most.
OP, factor in full-rebuilds for both the fork and shock (it’s not cheap) plus other repairs and maintenance. You’ll likely need to regrease or replace all the pivot bearings, BB, wheel hub bearings, etc. Then there’s unknowns – for example, there could be a hairline crack somewhere or the derailleur hanger could be slightly bent causing random misshifts on the trails, but you have no way to determine that.
I hope this helps to explain why you don’t want to spend $2000 on 6 year old used bike – it’s absolutely going to cost you more than that.
