I tried to imagine a solution as a kid, we have LOTS of hills and my thought if there was a to pull bikes up the steep side then you can coast a long way on the other side, then do it all again on next hill. Thought it would be a low cost way for everyone to get around as pedaling wasn't needed.
I can't speak for other slopes, but Big Bear in California has a similar system, but they hang your bike on a hook, and you take the next chair, then at the top there is someone that takes your bike off and you grab it a second later.
