This is my first experience with hydraulic disc brakes. The wheel and brakes are new. The headset is new. Everything is tight with no play. If I apply the brake more forcefully the noise and play stops. Is this normal for hydraulic disc brakes?

The pads can rock in the caliper body. Also a good idea to check the torque on your rotor bolts. If headset is adjusted, bolts are torqued to spec, and braking performance is good, you are ok
If you rock the bike back and forth like that, with the front wheel straight, you’re moving the pads in the brake caliper. There’s always some play.
When you brake while riding the braking forces are always in the same direction, so there will be no noise.
That’s normal for disc brakes, mechanical and hydraulic. It’s most likely the pads moving back and forth in the caliper; they kinda float in there. Nothing to worry about.
