Uh, use two cone wrenches and then replace with a new axel?
There could be a bit of plastic inside the axle. Take the quick release and smack it through. Or take it to a bike shop so a professional can help solve the issue.

Have never seen a thing like that. But it looks like a plastic hex head. If the other side is the same, you could use 2 wrenches, one on each side, turn both counterclockwise, and perhaps the two sides will unscrew.

If it’s plastic in there then it’s probably very easy to drill out. Hold the nut with a wrench and use a drill bit a little smaller than the opening. Worst case is you wreck the axle, but the axle is already a loss if you don’t clear the blockage, so you can’t actually make it worse.
This is extremely common with new bikes. They ship with plastic protectors that help prevent the axle ends from damaging the box in shipping. These protectors insert into the axle and sometimes break before/during removal. Just push the QR skewer in from the other side and punch it out.
The amount of people in these threads who have clearly never actually worked on bikes is insane.
