He is an unlicensed uninsured private hire driver (chauffeur) , plenty of them driving around in central London serving the wealthiest of Arabs and the corrupt TfL and police know about it but don't want to do anything about it ! The crown prosecution and police probably had their orders to drop the case by some charity-supporting Arab prince , the ones that keep this country afloat !!!!
I've just completed an extensive motorcycle tour of the US. They need people like you here Mike! I'm not sure what each state's law stipulates concerning this but using the phone while driving is endemic in the States. It doesn't take a rocket scientist to understand why road deaths in the US are considerably more than twice what they are in the EU.
So if you're a foreign resident you can drive illegally, kill, maim?

Good effort. Since only 1% of drivers are antisocial, the fact that this driver gets away with it, can't be a surprise. I'm glad that you take it in stride. Let's face it, if the situation was reversed, authorities in other countries would deal with infractions like this in a much harsher way. Good on you.

Sometimes it's because offence is too short. Don't know. I catch one car yesterday twice overtaking queue of cars dangerously. For him no excuse , 2 min after he done it again even worst than first time. Wonder what excuse he will have in magistrates when police produce two dangerous offences . Sometimes people think nobody is watching them. Try to be in blind spot let them txt for longer period of time.

I bought myself a camera the other day, a decent one from a big brand, so capable of capturing number plates in 4k. Its partly for recording mountain bike rides but also to stop myself doing stupid things like taking off wing mirrors. Keep up the good work Mikey, we appreciate your hard work.
