It looks pretty well set up for that. Do you (or anyone) know where the frames were made? I have a similar Mercier single top tube mixte im working on. I know they weren’t the only ones who did them, but they’re also not common.
Beautiful bike, some tan or brown handlebar tape would really set her off. If you really want to splurge, a tan Brooks saddle would pair beautifully. The black, in my opinion, is overpowering that pretty yellow and chrome. Also, if you have heavy pockets a front rack would totally change your commuting experience.

They look like steel rims, so if they get wet, be ready for terrifyingly bad braking performance.
You might want to immediately replace the brake pads with something like Kool Stops. Those old red rubber brake pads even when new were not very good.
