I'm having an issue in re-tubing a bike I want to restore to have as a trainer. I got the tube out, but when trying to refit the tire, the bead of one side seems like it is set on the opposite side of the rim. No matter how many levers I use or where I put them, I can't get enough slack to take the tire off to try again. Attached is a pic. Any help is welcome.

After much frustration the solution, as is with a lot of the other tire issues I’ve seen on here, is more force.
