I've recently acquired a 2021 canyon spectral cf8 and ive noticed it has the lock stopper thingymajig on the frame and steerer. The one on the steerer twists when hitting the frame part. Are both of these needed? And what is the purpose? Is it literally so the handlebars can't exceed 90° angle?

On some frames, this stops the fork crown or top caps from hitting the downtube. Sometimes it stops brake levers and shifters from hitting the toptube. Sometimes it’s just to stop the bars from turning farther than they need to. You can remove it if you don’t want it.
I searched Google for you. it stops the bars from turning so far that it breaks the internal KIS system
edit: maybe KIS wasn’t available in 2021. it’s preventing excessive bar rotation in case of crashes, for some reason or another
Usually it prevents the fork hitting the frame.
Are you sure it is 2021? Looks more like 2020.
I would just keep it on. It seems dead simple requires no maintenance unless you tweak it in a crash and serves a useful purpose while adding very little weight or having any real downsides for a normal rider.
