Bought a steel NJS track bike that was made in 2015. It looks integrated onto the seat stays so it's not the same as usual seat binders on classic frames. Can I buy them off anywhere like a regular seat binder? Sorry for the messy assembly paste application.

What a sick frame. Did you post the build on the fixed gear sub? It’s also a great place to ask track bike specific questions.
It kind of looks like a heavy-duty chainring bolt. The female end has a little tab that keeps it from rotating in the frame. Chrome plated. Look under “seatpost binder bolt”.
