So I had a nasty OTH crash but on that same day an express washing service clamped the bike on the top tube. The damage is under the top tube. there is no damage on the upper side of that same tube.
Weird place for a crash to damage but I believe it is from the crash because the first photo, the scratches are erratic. I would imagine a clamp would produce a bunch of straight lines. Unless if the guy that clamped it wiggled your bike around back and forth on a burr of some kind.
