Hi, I'm a beginner looking to get into cycling and am looking to get a better feel for what reasonable used bike prices are. Came across this bike which seems to be in good condition and was wondering if the price is fair. Thank you for the help!

I feel like that price is too high. The bikes is over 20 years (~2004). A steel frame is cool, but it’s a pretty entry level build other than that. Those A Class wheels aren’t great. While they do have sealed bearing hubs, they tend to pop spokes if you ride them a lot.
There isn’t enough detail in the photo to determine much about the condition, so you have to assume that it will need maintenance to get back on the road. I’m squinting as hard as I can, I think those are Roubaix tires which would be aftermarket, but how old? What else it might need is just speculation.
I’d be interested in the bike, but I would want the price to be dramatically lower. If you go to see it just pick apart all the details and make a super low offer and explain you will need to replace tires, brake pads, cables, etc.
