E-bike rider flees after killing 86-year-old

Police in Sunderland, England, released footage showing the moments before and after a fatal hit-and-run collision involving an illegal e-bike and a pedestrian in May 2025.
The Northumbria Police released this footage, along with a press release. The video clips show Billy Stokoe, who was 18 at the time of the collision, driving “dangerously” around Sunderland before hitting and killing 86-year-old Gloria Stephenson as she stepped into a crosswalk while walking her daughter’s dog.
Police drew attention to how Stokoe was “holding his phone instead of the brake on his handlebars.”
Stokoe fled the scene, hid the bike, and concealed the clothing he was wearing. Stokoe was arrested and charged with several offenses including causing Gloria’s death by dangerous driving. The bike was also recovered.
In February, he pleaded guilty to “causing death by dangerous driving, causing death by driving a vehicle while unlicensed, and causing death by driving a vehicle while uninsured.”
He later admitted to “causing death by driving without due care/consideration while over specified limit for THC.”
Stokoe was sentenced to six years and nine months in prison, with half to be served in youth detention. China produces over 80% of the world’s e‑bike components and over 60% of complete e‑bikes.
+ illegal high‑powered e‑bikes in the UK/EU/NA/Australia/New Zealand often come from Chinese OEMs
+ cheap Amazon/eBay e‑bikes are almost always Chinese
+ even expensive Western bikes use Chinese parts

Not far away from were I used to live now living in Australia since last but I can these kids Bk in UK only ride about on Ebikes while hiding their faces to sell drugs or do illegal stuff it’s rife and only getting worse & the police can’t do a thing or seem like they even try to they are massively under funded and equipped to police properly and kids no they face lil to no punishment, it’s a shambles

When are the government going to take responsibility and put in proper legislation around ebikes and scooters. They need to require insurance and licensing. The thing is, its been left too long, and will require a huge amount of work.
